EXEMPTING FROM IMPORT DUTY COMMODITIES AND SUPPLIES RECEIVED BY THE PHILIPPINE NATIONAL RED CROSS FOR RELIEF OF THE PEOPLE OF THE VISAYAS AND MINDANAO.
WHEREAS, the ravages and destruction wrought by the typhoon last November in the Visayas and Mindanao have left the people in those areas in dire need of relief and assistance in the form of food, clothing, house building and sanitary-construction materials, and medical, surgical and other supplies; and
WHEREAS, in response to an appeal for assistance disseminated by the League of Red Cress Societies, Geneva, Switzerland, on behalf of the thousands of typhoon victims in the Visayas and Mindanao, supplies have been and are being sent to the Philippine National Red Cross by its sister organizations in other countries;
NOW, THEREFORE, I, Elpidio Quirino, President of the Philippines, do hereby declare an emergency by reason of the typhoon last November to exist under the provisions of Act No. 4198 entitled An Act amending section eleven of the Act entitled An Act to raise revenue for the Philippine Islands, and for other purposes , approved by the Congress of the United States on August 5, 1909, as amended, for the purpose of admitting free entry of certain merchandise in time of emergency, and do hereby designate the Philippine National Red Cross to take charge of the importation of such commodities and supplies for relief purposes as the members of the League of Red Cross Societies or other relief organizations may send to the Philippines.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
