DECLARING DECEMBER 10, 1951, AS HUMAN RIGHTS DAY.
In order to commemorate the adoption of the Universal Declaration of Human Rights by the General Assembly of the United Nations on December 10, 1948, and to bring the Declaration to the attention of the people, I, ELPIDIO QUIRINO, President of the Philippines, do hereby declare December 10, 1951, as Human Rights Day.
I call upon all our citizens, all national, provincial, city and municipal officials, all teachers in public and private schools, and all other elements in this country, public or private, local or foreign, to publicize the text of the Universal Declaration of Human Rights and to cause it to be disseminated, displayed and expounded.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
Done in the City of Manila, this 28th day of November, in the year of Our Lord, nineteen hundred and fifty-one and of the independence of the Philippines, the sixth.
