LIFTING THE SUSPENSION OF THE PRIVILEGE OF HABEAS CORPUS THROUGHOUT THE PHILIPPINES.



WHEREAS, the privilege of the writ of habeas corpus as regards the crimes of sedition, insurrection or rebellion, and all other crimes and offenses committed in furtherance or on the occasion thereof, or incident thereto, or in connection therewith, was suspended throughout the country under Proclamation No. 210 dated October 22, 1950;

WHEREAS, the suspension of the privilege of the writ of habeas corpus has been lifted in a number of provinces where conditions of peace and order have so improved as to warrant such action; and

WHEREAS, the dangers to the national security and the; disturbances to public order and safety which impelled the total suspension of the privilege of the writ of habeas corpus have been minimized, if not altogether eliminated, attested by the statement to that effect of the Chief of Staff, Armed Forces of the Philippines, who recommends that the privilege of said writ be now fully restored throughout the country;

NOW, THEREFORE, I, Elpidio Quirino, president of the Philippines, by virtue of the powers vested in me bylaw do hereby lift the suspension of the privilege of the writ of habeas corpus in all provinces and cities of the Philippines where up to this date such suspension has not been lifted, and, accordingly, I do hereby revoke Proclamation No. 210, dated October 22, 1950.

In witness whereof, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
