WHEREAS,  Republic  Act  No.  7924  mandates  the  Metropolitan  Manila Development  Authority  to provide transport  and traffic management  services in the metropolis;

WHEREAS,  the vehicular  accidents  which occur in the major thoroughfares  of Metro  Manila  involving  buses  and  trucks  can  be  largely  attributed  to  over speeding, among others;

WHEREAS, said vehicular accidents cause needless loss of innocent lives and damage to property which necessitate the immediate adoption of a speed limit for buses and trucks;

NOW,  THEREFORE,  be  it  resolved,  as  it  is  hereby  resolved,  that  the  Metro Manila  Council  hereby  establishes  50  kilometers  per  hour  as  the  maximum speed limit of buses and trucks traversing the circumferential and radial roads in Metro Manila as follows:

This Regulation shall be effective five (5) days after its publication in two (2) newspapers  of general  circulation  and  submission  of a copy  thereof  with  the Office of the National Administrative Register, U.P. Law Center.
