GUIDELINES TO DETERMINE AUTHENTICITY OF FIVE-YEAR VALIDITY DRIVER ™S LICENSE CARD

It has been observed that spurious 5-year driver ™s licenses have proliferated in the  regions  and  has  reached  alarming  proportion.  Hence,  this  guidelines  is hereby issued to help all concerned particularly the Law Enforcers and Deputized Agents to identify fake driver ™s license during their daily operations.

1.    The Law Enforcers or Deputized Agents shall check the overt features of the 5-year validity driver ™s license card enumerated below to determine its authenticity. The card shall be confiscated in the absence of any of the said features. The confiscated licenses must then be submitted to the Regional Office concerned for further investigation.
a.   Same alignment of flag and the LTO logo located at the uppermost left and right corners of the card;
b.   In the card has a bluish color not grayish;
c.   Card Serial Number (CSN) consists of nine (9) digits;
d.   Only the expiration date (at the front portion), restrictions and conditions
(at the rear portion) are embossed;
e.   The signature of the Assistant Secretary is found on top of this last name;
f.    The date the photo was taken, which can be found in the picture, has the format: yyyy/mm/dd;
g.   The  signature  of  the  licensee  should  not  overlap  with  the  printed signature of the licensee;
h.   The card, when dropped on a flat surface, produces a solid sound; and
 i.    The card is not shiny as compared to the laminated DL cards.
2.    The Regional Offices shall investigate and shall determine the authenticity of the 5-year validity driver ™s license based on the following covert features using the device/gadget that will be issued to them:
a.   The eagle on the face of the card can be seen using a special lens;
b.   The DOVID, the LTO logo can be seen when you tilt the card and at some point, the RP Coat of Arms; and
c.   Using a micro lens, the rays of the sun can be seen at the lower most right corner of the card.
3.    Report  on  the  investigation  including  the  confiscated  license  shall  be submitted to the Central Office thru the Executive Director, who shall recommend the necessary action, for approval by the Assistant Secretary.
