AN ACT UPGRADING THE TALISAY DISTRICT HOSPITAL IN TALISAY CITY, PROVINCE OF CEBU, INTO A MEDICAL CENTER TO BE KNOWN AS THE CEBU SOUTH MEDICAL CENTER, AND APPROPRIATING FUNDS THEREFOR, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7799



Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:  

SECTION 1. The Talisay District Hospital in Talisay City, Province of Cebu, is hereby upgraded into a medical center and renamed as the Cebu South Medical Center. The medical center shall be under the supervision and control of the Department of Health (DOH).

SEC. 2. The existing service capability, professional health care services and medical staff complement of the Cebu South Medical Center is hereby upgraded and increased to correspond with the requirements of the medical center.

SEC. 3. The increase in the service capability, health care services and bed capacity shall conform to the hospital development plan of the medical center.

SEC. 4. The chief of the medical center shall develop a hospital development plan to be submitted to the DOH to reflect the development goals of the hospital, consistent with the increase in bed capacity and service capability as provided in Sections 1 and 2 hereof, Request for the staffing requirements, capital outlay investments and budgetary needs for operations shall be based on the hospital development plan.

SEC. 5. The Secretary of Health shall immediately include in the Department's programs the implementation of this Act, the funding of which shall be included in the General Appropriations Act.

SEC. 6. If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

SEC. 7. Republic Act No. 7799, entitled "An Act Establishing a District Hospital in the Municipality of Talisay, Province of Cebu, to be known as the Talisay District Hospital, and Appropriating Funds Therefor", is hereby amended accordingly. All laws, executive orders, issuance, rules and regulations inconsistent with this Act are hereby repealed or modified accordingly.

SEC. 8. Within ninety (90) days from the approval of this Act, the Secretary of Health shall, in consultation with the Secretary of Budget and Management, promulgate the necessary rules and regulations for the effective implementation of this Act.

SEC. 9. This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

This Act which originated in the House of Representatives was passed by the House of Representatives on December 17, 2019, amended by the Senate of the Philippines on March 9, 2020, and which amendments were concurred in by the House of Representatives on March 11, 2020.
