[ PROCLAMATION NO. 1052, November 18, 2020 ]

DECLARING THE FOURTH SUNDAY OF NOVEMBER OF EVERY YEAR AS "NATIONAL BICYCLE DAY"



WHEREAS, Section 16, Article II of the Constitution guarantees the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature;

WHEREAS, Republic Act No. 8749 or the "Philippine Clean Air Act of 1999," and its implementing rules and regulations provide that the State shad focus primarily on pollution prevention rather than control, and provide for a comprehensive management program for air pollution, such as the promotion of non-motorized transport, and emphasis on public transport, and travel demand measures;

WHEREAS, the Philippine Development Plan 2017-2022 seeks to ensure ecological integrity and a clean and healthy environment by promoting eco-friendly technologies, systems and practices; and

WHEREAS, there is a need to highlight the importance of non-motorized transportation as a means of fostering sustainable development and promoting environmental health that is conducive to the physical health and well-being of all Filipinos;

NOW, THEREFORE, I, RODRIGO ROA DUTERTE, President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby declare the fourth Sunday of November of every year as "National Bicycle Day ."

The Department of Environment and Natural Resources (DENR), in coordination with relevant non-government organizations and civil society groups, shall lead the observance and celebration of the National Bicycle Day.

All other agencies and instrumentalities of the National Government, including government-owned or -controlled corporations and state universities and colleges, are hereby enjoined, and all local government units, as well as the private sector, are hereby encouraged to actively participate and render the necessary support and assistance to the DENR for the effective implementation of this Proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
