[ MEMORANDUM CIRCULAR NO. 46, April 18, 2024 ]

DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, AND ENCOURAGING LOCAL GOVERNMENT UNITS TO SUPPORT THE IMPLEMENTATION OF THE 2024 NATIONAL CRIME PREVENTION PROGRAM



WHEREAS, Section 14 of Republic Act (RA) No. 6975 or the "Department of the Interior and Local Government (DILG) Act of 1990," as amended by RA No. 8551 or the "Philippine National Police Reform and Reorganization Act of 1998," directs the National Police Commission (NAPOLCOM) to recommend to the President, through the Secretary of the DILG, an annual crime prevention program;

WHEREAS, on 22 February 2024, the Secretary of the DILG submitted for the President's approval the adoption of the 2024 National Crime Prevention Program (NCPP);

WHEREAS, the 2024 NCCP aims to provide cross-cutting strategies to further foster safe communities, protect the rights of Filipinos, and reduce the prevalence of criminal activities in the country, consistent with the Philippine Development Plan 2023-2028; and

WHEREAS, to ensure the success of the 2024 NCPP, it is necessary for all government agencies and instrumentalities, as well as local government units LGUs), to support and cooperate in the implementation of the 2024 NCPP;

NOW, THEREFORE, the following are hereby ordered:

The NAPOLCOM shall lead the implementation of the 2024 NCPP. In accordance with their respective mandates, all departments, agencies, bureaus, and offices of the National Government are hereby directed, and all LGUs are hereby encouraged, to support the implementation of the 2024 NCPP, as well as the programs, activities, and projects specified therein.

The funding requirements for the implementation of this Circular shall be charged against the existing appropriations of the respective agencies and LGUs, subject to applicable laws, rules and regulations.

This Circular shall take effect immediately.
