AN ACT AMENDING REPUBLIC ACT NO. 10583, OTHERWISE KNOWN AS "AN ACT CONVERTING THE MOUNTAIN PROVINCE STATE POLYTECHNIC COLLEGE IN THE MUNICIPALITY OF BONTOC, MOUNTAIN PROVINCE INTO A STATE UNIVERSITY TO BE KNOWN AS THE MOUNTAIN PROVINCE STATE UNIVERSITY, WITH CAMPUSES IN THE MUNICIPALITIES OF TADIAN, BAUKO, PARACELIS AND BARLIG, ALL LOCATED IN MOUNTAIN PROVINCE AND APPROPRIATING FUNDS THEREFOR"
Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
SECTION 1. Section 9 of Republic Act No. 10583 is hereby amended to read as follows:
"SEC. 9. The University President. - The University shall be headed by a President, who shall render full-time service and who shall be appointed by the Board, subject to the guidelines, qualifications and standards set by the Board, upon recommendation of a duly constituted search committee. The University President shall have a term of four (4) years and shall be eligible for reappointment for another term.

Within six (6) months before the expiration of the term of office of the President of the University, the Board shall constitute the Search Committee for the Presidency.

The salary of the President of the University shall be in accordance with Republic Act No. 11466, otherwise known as the "Salary Standardization Law of 2019", and such other laws amendatory thereto, which may hereinafter be enacted, and the joint circular for state universities and colleges' leveling instruments, and guidelines of the CHED and the DBM.
SEC. 2. Transitory Provision. - In order to effect a smooth transition to a state university, the incumbent President of the Mountain Province State Polytechnic College shall serve as the first President of the University who shall not be eligible for reappointment.
SEC. 3. Separability Clause. - If, for any reason, any part or provision of this Act is declared invalid or unconstitutional, the remaining parts or provisions not affected are in full force and effect.
SEC. 4. Repealing Clause. - All laws, presidential decrees, executive orders, and rules and regulations contrary to or inconsistent with the provision of this Act are amended, repealed, or modified accordingly.
SEC. 5. Effectivity. - This Act shall take effect after fifteen (15) days following its publication in the Official Gazette or in a national newspaper of general circulation.

This Act, which originated in the House of Representatives, was passed by the House of Representatives on May 9, 2023, amended by the Senate of the Philippines on May 6, 2024, and which amendments were concurred in by the House of Representatives on May 15, 2024.
